I think your theory is correct. Jaime told me a couple days ago her first guess on the traffic was that the HOV lanes are closed. Why carpool if you're stuck in traffic anyway? She said her co-irkers have been spending many extra hours on the bus, since it's on the mainlanes. Fun times.
